A drive that beeps once a second is not sending you a message. That is the spindle motor trying to start, failing, and going round again a second later. The platters are not turning, nothing is being read, and every further attempt is another go at the same stall. It is mechanical work from here, and the useful thing you can do is leave it switched off.

The beep sounds much the same whoever built the drive, because they all start in the same way and they all give up in the same way. What differs is which of two parts has stopped the platters, and that is settled on the bench rather than over the phone.
The board sends current to the motor, waits for the platters to reach speed, gets no answer and shuts down. The tone is the sound of the motor windings being pulsed. Then it tries again. Roughly one attempt a second for as long as the drive has power, and not one of them reads anything.
The spindle turns on a film of oil under pressure. Drives that have stood unused for years, or taken a knock while running, can end up with a bearing that binds. The motor is small and the resistance is not, so it never breaks free. Freeing the stack is a strip-down with the platters realigned afterwards.
Heads are meant to park off the surface, on a ramp at the edge or a landing strip near the centre. Knock a drive while it is spinning and they can settle in the wrong place and stay there, held down by two very flat surfaces in contact. The motor has no chance of dragging them clear, and every retry pulls at them again.
Beeping is the one symptom where the lead, the port, the hub and the mains adapter are all beside the point. The drive is receiving power, which is precisely why it can keep trying. Underpowering a portable drive gives you clicking and dropouts instead. If it beeps on one machine it will beep on all of them.
Passed around the internet for twenty years, and it costs people their data. Cold air inside a sealed drive makes water, water on a platter surface finishes the media, and the oil the trick is meant to loosen thickens as it cools rather than thinning. A drive that comes out of a freezer is a harder job than the one that went in.
The other piece of common advice. A sharp knock aimed at freeing stuck heads is just as likely to drag a slider across the surface, and a scratch on a platter is the one fault in this trade that nothing recovers. If a drive is worth opening, it is worth not hitting.
Power reaches the board, the board runs its own start-up, and then it drives the spindle motor. That motor is a small three-phase brushless design, and getting a stationary platter stack up to five and a half or seven and a half thousand revolutions a minute takes a controlled sequence of pulses with feedback from the motor itself. The board watches for the platters to reach speed inside its allowed window. When they do not, it shuts the motor down to protect the driver chip, pauses, and begins the sequence again. The beep you can hear is that sequence: current going into a motor that will not move, inside a metal box that makes a decent resonator. There is no buzzer in a hard drive and no diagnostic code being sounded out to you. You are listening to a failed start, on repeat.
Two faults stop a platter stack turning. The first is the bearing. Modern drives use a fluid dynamic bearing in which the shaft floats on a thin film of oil, and it is a beautiful piece of engineering until the drive is dropped, or left for five years in a garage, or run for a decade in a warm cupboard. Once that bearing binds, the motor cannot produce enough torque to break it free and never will. The second is stiction, where the heads have come to rest on the platter surface instead of their parking position and two very flat surfaces in close contact hold together with surprising strength. A drive with stuck heads sometimes gives a faint scrape before the tone starts, while a seized bearing is silent apart from the beep, but neither can be told from the other reliably by ear. That is what the diagnostic is for, and it is free.
Both repairs mean opening the drive in filtered air on a clean bench, which is why they carry a deposit. Stuck heads are lifted off with a comb that raises the head stack clear of the platters without letting the sliders touch on the way out, then replaced with a matched set from a donor of the same family and firmware revision. A seized spindle means moving the platter stack itself into a donor chassis, and the platters must go back in the same order and the same rotational alignment they came out in, or the tracks written across them no longer line up. Once the drive turns and the heads fly, it goes straight to a hardware imager and is read in one careful pass. Nobody runs a repaired drive for a minute longer than the imaging takes.
Swapping the circuit board is worth mentioning because it is the other thing people try. On a beeping drive it is beside the point, since the fault is inside the sealed part of the drive and the board is doing its job correctly by giving up. It is also riskier than it looks. Every modern drive keeps calibration data unique to its own heads in a chip on its own board, and fitting a donor board without moving that chip across can leave the drive unable to read its own service area even after the mechanical fault has been put right. Two faults are a good deal worse than one.
This is mechanical work and it is not covered by no fix, no fee. A beeping drive takes 50% of the quoted price before it is opened, with the balance due when the data is back. The quote itself is fixed and in writing, and the diagnostic that produces it costs nothing.
Every power-up is another few dozen attempts at the same stall, and where the heads are stuck it is a few dozen more chances to scrape something that cannot be repaired. Unplug it. Do not leave it connected in the hope that it settles, do not stand it on end, do not shake it. A drive that has beeped ten times is a better prospect than the same drive after an evening of trying, and that is the whole of the advice worth giving over the internet.
A portable external can travel in its own shell — there is no need to open the case, and the mains adapter and lead stay with you. A drive from a desktop or a laptop should be sent bare, which means it has to come out of the machine first. That is not work done here, but any repair shop in Liverpool will do it while you wait.
