A graphic designer in Birkenhead could no longer get at a Toshiba external over USB. A local computer shop had a look, said it was beyond what they could do, and pointed her here rather than trying anything else. That referral was the best thing that happened to the drive.

An external drive is a disk plus a translator. The bridge board in the enclosure converts USB into the language the disk speaks. When it fails, the disk is fine and unreachable at the same time, and every symptom you see is the translator's.
Taking the disk out removes the translator from the argument. On the bench the disk is read on its native interface. Whether the bridge ever worked again stopped being relevant the moment the case came off.
There was a second fault behind the first. The catalogue file that HFS+ uses to keep track of everything had been damaged, almost certainly by the drive being unplugged during writes while the bridge was already misbehaving. That is why the shop found nothing readable even when the disk responded.
The shop referring it on was the right call. The usual next step in a general repair shop is a disk utility, and a disk utility repairing a damaged catalogue writes to the volume. Refusing to try is sometimes the most valuable thing a shop can do.
The enclosure was opened and the drive read directly behind a hardware write blocker on PC-3000 UDMA, past the failed bridge entirely. Health and firmware were profiled and the surface read cleanly.
It was imaged on DeepSpar, and the catalogue rebuilding was all done against the image. The HFS+ catalogue was rebuilt in R-Studio and the result cross-checked in UFS Explorer, which is worth doing on Mac volumes because the two tools disagree in useful ways. Client folders came back with names and hierarchy intact, were validated by opening working files, and were written to fresh media.
Live client work came back with its folder structure, which for a designer matters nearly as much as the files. The old enclosure was returned separately and not recommended for reuse.
One drive, £300 + VAT. A failed bridge and a damaged catalogue are both logical, nothing was opened in clean air and no board repair was involved, so the job ran on no fix, no fee terms.
Do not let Disk Utility repair it and do not agree to erase, even when the dialogue makes erase sound like the obvious next step. A damaged catalogue can usually be rebuilt from an image, but not after something has written a fresh one over the top. Try a different cable and a different port once, because both do fail, and then stop. If a shop offers to have a go with recovery software, ask them not to. Unplug the drive, leave it unplugged, and send it in with a note saying what the Mac was doing when it last worked.
