A retired teacher in West Derby could not open her Passport Ultra at all. Windows offered to initialise it, she let it try, and it came back with a fatal error. Initialise means erase, in everything but name. When Windows offers to initialise a disk it is offering to write a fresh partition structure to it. On a drive that already holds your photographs, accepting that offer replaces the map with a blank one. Windows is not being reckless. It genuinely believes the disk is new, because the disk failed to tell it otherwise.
The fatal error saved her. The same firmware fault that made the drive look blank also stopped the initialisation from completing. Nothing was written. Had the drive been marginally less broken, the offer would have been accepted and the job would have been a much harder one.
The fault was in the firmware, not the board. That distinction decides what the job costs and on what terms. Firmware is code and tables held by the drive itself, and repairing it is logical work covered by no fix, no fee. A failed board is electronic work and is carved out of no fix, no fee entirely. The bench establishes which it is before it quotes, because saying it the wrong way round is not a mistake that can be walked back.

Say no, and then unplug it. The offer is Windows telling you it cannot read a valid structure on the disk, and accepting it writes a new empty one over the top of whatever is there. Do not run a repair tool, do not let a disk utility fix anything, and do not try initialising a second time in case it works. If you have already accepted it and it errored out, that is often a reprieve rather than a disaster, but it is a reprieve you should not test twice. Unplug the drive and send it in as it is.
